Report on Special Educational Needs and Disabilities

As you may be aware, I am a member of the Education Select Committee and today we published a report on Special Educational Needs and Disabilities

 

Following 18 months of evidence sessions with local authorities, schools, parents and children, we found that there are fundamental problems with the way SEND provision is administered. 

 

The 2014 reforms to the system were theoretically the right ones, with the intent of putting more control into the hands of parents and focusing on needs rather than costs. But the reality hasn't lived up to the intentions and the system has become combative and difficult to navigate. 

 

In the report, we recommend a number of changes including greater accountability, a review of the resources needed to deliver on the actual needs of SEND children and families, rewards for those schools and authorities delivering positive and inclusive provision, and a new role for an independent 'guide' for families to help them understand their rights and support them through the process - among a great many other proposals. 

 

This is hugely important and I hope will form a key part of the review that is happening into these services, so we can improve and offer more support to often vulnerable children and families.
